Will the American Model Be the Future of Ethnic Minority in China? : A Case Study of Korean Chinese Community in Beijing

Rui Dong-Gen

Abstract

The Chinese government’s ethnic minority policy is undertransition from state-centered approach to market-oriented one. While the role of state such as strict population control, resource allocation, and the guarantee of cultural right is ondecrease, the power of market, which promotes destruction andreconstruction of ethnic minority community, is on the rise.Against this backdrop, an observation of the Korean Chinesecommunity reveals that both state-centered construction anddeconstruction, and market-oriented reconstruction haveexisted/exists in the community. This study examinesstate-centered construction (Mao Zedong era), transition fromstate-centered approach to market oriented one (Deng Xiopingera), and market-oriented approach (post Deng Xioping era) inthe process of construction, deconstruction, and reconstruction ofthe Korean Chinese community. Finally, from the theoreticalstandpoint of view represented by ethnic and enclave theory, itcan be concluded that it is not the consequence of uniqueness ofthe Korean Chinese community, but a general trend acrossdifferent ethnic minority groups, although the Korean Chinesecommunity undergoes faster transformation due to the influenceof neighboring their home country.
